You can give glow effect to an image by using the Lighting filter in Photoshop.

Step 1

Open an image, in photoshop

Step 2

Go to Filter>Render>Lighting Effect. The Lighting Effects dialog box appears, change the Light type to 'Omni' don't make any other settings let that be as default. But you can try changing other settings and check it out.
