Step 1

Open a new file and create a new layer.

Step 2

Take the brush tool, set the properties like in this image below. Use your favorite colors to draw some line like this..

Step 3

Select Filter>Distort>Twirl, the twirl window appears. Give the angle settings as 999 (maximum) and click OK.

Step 4

Here's the result!.
